I had a similar situation. When Webguard VPN was on, the WiFi was unstable, but when it was off, it was stable. I tried switching to a different WiFi network, and the errors were less, probably related to how iOS 18.3 handles VPN on each router. Small suggestion: try resetting network settings or checking for updates to the Mobile Security app to see if there is a patch.
